I Looked Into Shiobara Onsen Activity Club Campground
2026-09-06

This blog series, where I research and record campgrounds and day-trip hot springs one by one, has slowly been growing in the number of facilities covered. This time, I decided to look into the Nasu Shiobara area of Tochigi.
What I looked into this time is a campground called Shiobara Onsen Activity Club. I got curious about their "one group only" operating style, so I checked out their official website. Since I don't drive myself (I have a license but never use it), whether I could actually visit is a separate question, but just researching a place where you "can spend time without worrying about other people's eyes" like this is fun in itself.
The big feature here seems to be that it's a one-group-only campground with no other guests at the same time, and pets can apparently roam freely off-leash within the grounds.
As for Rakuten Mobile's signal, the official tool's measurement came back as a "C" rating, so this is something worth keeping in mind.
I've put together the details below.
What Is Shiobara Onsen Activity Club Like?
Apparently, this is a campground located in a wooded, elevated area within the Shiobara Onsen area of Nasu Shiobara City, Tochigi Prefecture. It only opened in summer 2024, so it seems to be a relatively new facility. It sits at an elevation of roughly 750 meters, and the site covers about 300 tsubo (around 990 square meters), which gave me the impression of a fairly compact scale.
The biggest distinguishing feature seems to be its "one group only" operating style, where multiple groups never use the campground at the same time. Rather than having a staff member stationed on-site at all times, it seems staff come by at check-in to explain the facility and unlock things, then return again at check-out. Being able to spend time without worrying about anyone else around is something that catches my attention as someone who's more of an indoor type.
Access is apparently about a 30-minute drive from the Nishinasuno-Shiobara IC on the Tohoku Expressway, or about 35 minutes from the Nishimishima intersection on National Route 4. Parking, including both the on-site lot and an adjacent area, holds around 8 vehicles, and it seems trailers, campervans, and motorcycles are also allowed in. Reservations appear to be accepted either through the campsite booking site "nap" or directly by phone or email. If you want to pay by credit card, it looks like you're guided to book through "nap," so it's probably best to assume that on-site payment is basically cash only.

Just the phrase "one group only" makes me feel lighter. For someone like me who gets self-conscious around other people, this might be a quietly appreciated system.
Checking Out the Facilities and Pet Policy
In terms of facilities, there appears to be a dedicated building with hot water, showers, and washbasins all in one place, and the cooking area also seems to have hot water available. I also found mention that Wi-Fi can be used inside the bungalows and around the grounds, so if you're worried about cell signal, relying on that Wi-Fi could be an option.
- Bungalow: holds about 6 people, 5 beds, comes with a deck (non-smoking)
- Permanent tent: for 4 people (you apparently need to bring your own mat and sleeping bag)
- Campfires: open fires are prohibited, and a fire stand is required. There seems to be a designated fire area and a container for extinguished coals
- BBQ facilities: there's an all-weather barbecue area, and it apparently has footlights installed
- Free rentals: fire stands, solar/hand-crank rechargeable lanterns (up to 5 units)
- Paid rentals/sales: it looks like BBQ grills, firewood and charcoal sets, and hands-free BBQ sets are available
As for bringing pets, well-behaved dogs are apparently allowed. Taking advantage of the one-group-only setup, it seems dogs are even allowed to roam freely off-leash within the grounds. The perimeter is reportedly enclosed by a fence about 1 meter high, and a dog run wire is apparently provided for larger dogs as well. That said, it seems a crate must always be used when bringing a dog indoors, so it might be worth confirming this detail in advance.
The official website also mentions nearby attractions such as the Kurenai Suspension Bridge, a fossilized leaf garden, and Yupponosato, along with the names of several day-trip hot spring facilities. However, I couldn't find specific distances or travel times from each spot, so if you're planning to visit, it's probably a good idea to check a map beforehand.

Places where dogs can roam off-leash are surprisingly rare, so I imagine this could be pretty appealing info for anyone thinking about camping with their dog.
Rakuten Mobile Signal Conditions
When I checked this facility's location using the official My Area Connectivity Simulation tool, the overall rating came back as "C."
I also found a note in the official website's usage guide stating that signal from all carriers is weak, advising guests to either "walk down the mountain about 100 meters or use Wi-Fi." Given the wooded, elevated location, it seems like the kind of environment where signal tends to be weak. As for Rakuten Mobile specifically, given this result, it's probably worth checking the connectivity situation in advance. Since there's also info that Wi-Fi is available on-site, it might be reassuring to plan around that as your main means of connectivity.

Honestly, a "C" rating is a bit concerning. It might be reassuring to plan ahead assuming you'll need to rely on Wi-Fi.
Wrapping Up
To sum it up, Shiobara Onsen Activity Club left me with the impression of being a one-group-only campground where you can spend time without worrying about other guests, and one that also seems well-suited for bringing pets along. Having opened in summer 2024, it also seems to have relatively well-arranged facilities.
On the other hand, since the official tool rated Rakuten Mobile's signal as a "C," it's probably worth keeping the on-site Wi-Fi in mind as an option for connectivity. If this is something you're concerned about, you can check it yourself using the official Rakuten Mobile tool, so it might be reassuring to take a look before deciding to visit.
